In the Timeline, select Frame 20 of Layers 1 and 2.

Select Modify > Timeline > Convert to Keyframes.

Repeat the process by selecting Layers 1 and 2 in Frame 40 and selecting
Modify > Timeline > Convert to Keyframes.
