Controls the configuration of "causeForRecordClosing" in PGW-CDR when a call is cleared from the chassis.
Releases prior to 14.1, when a call is cleared from the chassis the field "causeForRecordClosing" in a PGW-CDR
shows "Normal Release". In 15.0 and later releases, the behavior has changed to comply with the 3GPP
specifications. That is, the default "causeForRecordClosing" in PGW-CDR will be "Management Intervention".
This behavioral change is limited to PGW-CDR Release 8 dictionaries only.

closing-reason: Configures the record closing reason for PGW-CDR.
