CSCus55772 - MME stopped sending SCTP Data to ENB

New Behavior: With release 19.4, the MME now tracks the number of times the SCTP stack adjusts the
SCTP peer receive window size. This additional information related to the SCTP flow is displayed with a
new counter, 'Receive Window Adjusted', in an enhanced output generated by the following commands:

• show mme-service statistics

• show mme-service statistics sctp

• show mme-service statistics sctp verbose

Customer Impact: This information enhances analytics of the network situation and behavior of the SCTP
algorithms to facilitate debugging issues related to SCTP.
