3 minutes only; the index of the bucket will be calculated as initially described.

Calculation of the index and timer value based on CURRENT_TIME helps with synchronizing all sessmgrs.

Following a reload or sessmgr process kill, bucket values are not preserved as is the case with
disconnect-reasons.

Due to asynchronous events that bring the sessmgr at different times, it is possible that the buffers overlap in
time across sessmgrs. This leads to a + x-minute discrepancy across sessmgrs for the same statistics.

This new Global Configuration mode command specifies the bucket-interval (CONFIGURED_TIME) for
displaying historical, cumulative disconnect reasons.
