Emergency Attach Handling with No SIM
When an emergency call was attempted without a SIM from a UE that does not support EIA0 and EEA0 (i.e., NULL)
algorithms, the attach procedure failed. The MME rejected the emergency attach request immediately with attach reject
cause: ILLEGAL MS(0x3).

Previous Behavior: The MME rejected the emergency call when UE initiated emergency call with IMEI as identifier,
if the network capability did not include algorithms including NULL (EIA0/EEA0).

New Behavior: The MME now proceeds with SMC using NULL algorithms. This applies only if the ue-validation-
