Support to Reject PBU (Type LE)
Previous Behavior: Cisco PMIPv6 PGW (LMA) accepted a PMIPv6 “Proxy Binding Update” message with lifetime
extension (Handoff Indicator type 5) when a GTP tunnel was established. If the HSGW has a junked session, then the
HSGW sent a PMIPv6 “PBU” to the P-GW to update the lifetime. The message was accepted and the LTE session was
terminated. Therefore, the UE needed to attach to customer's EPC network by user operation.

1. When new default bearer QoS comes through MODIFY_BEARER_COMMAND (MBC) (HSS initiated bearer
QoS modification procedure) from MME, P-GW sends 2 UBR
with unchanged APN-AMBR
