Ignoring ASI bit when Establishing RAB during RAU-based Handover
Previous and Current Behavior: By default, the SGSN uses the ASI bit in SGSN Context Response to establish RAB
during a RAU-based handover.

New Behavior: The operator can modify the SGSN service configuration to override the default behavior and
