Default DST Rules
When you open the Set Daylight Savings Time Rules window for the first time, it will be blank. If no data appears
in the fields, a DST rule has not been created and DHCTs use their default DST rules (the time moves forward 1
hour on the first Sunday in April, and back 1 hour on the last Sunday in October).
