Open catalina.bat in a text editor.

Find the line that sets the JAVA_OPTS:

set JAVA_OPTS=%JAVA_OPTS% %LOGGING_MANAGER%

Edit the JAVA_OPTS line (above) to read as shown below:

set JAVA_OPTS=%JAVA_OPTS% %LOGGING_MANAGER% -

Djava.rmi.server.useCodebaseOnly=false

Find the next line that sets the JAVA_OPTS:

set JAVA_OPTS=%JAVA_OPTS% %LOGGING_CONFIG% -

Edit the JAVA_OPTS line (above) to read as shown below:

set JAVA_OPTS=%JAVA_OPTS% %LOGGING_CONFIG% -

Djava.rmi.server.useCodebaseOnly=false

Save this file.

Restart the Tomcat server by navigating to the Tomcat install directory and running the 
bin/startup.bat file.
