The planning and implementation of a DCO Project

This Function sets the blink attributes of the Buttons in keeping with the blink states on load 
specified in the matching Variables.

The Functions underneath the Button "Fire alert" are automatically invoked when this Button is 
pressed.

Use this Function to reset the flag that governs the blinking of the Button.
