though the main power of the MVE-9000 is turned on.

Are the plug-in boards inserted into their correct 
slots?

Are the option boards inserted into their correct 
slots?

Are the input and output cables connected correctly?

Insert the plug-in boards into the correct slots.
(Refer to the MVE-9000-C Maintenance Manual.)

Insert the option boards into the correct slots 
respectively. (Refer to Section 1-4.)
