Description:
A label is specified in front of a directive that does not accept a
label. The macro assembler ignores such labels. These labels
cannot be referenced anywhere in the application.

ELSE, ENDIF, END, ENDM, INCLUDE, CLIST, ALIST,
FAIL, LIST, MEXIT, NOLIST, NOL, OFFSET, ORG,
NOPAGE, PAGE, LLEN, PLEN, SPC, TABS, TITLE, TTL.
