Usage 
Information
Enabling this command keeps the failed switch in the Failed state. The switch does 
not reboot until it is manually rebooted. When enabled, it is not displayed in the 
running-config. When disabled, it is displayed in the running-config.

Force the standby unit in the stack to become the management unit.
