How Can Hand Writer Recognition be Disabled?
For XP Tablet PC Edition, the handwriting recognition cannot
be disabled.

will allow you to set the time delay for Switch from Ink to Text
Selection. Set this adjustment to the extreme left (0.0 seconds)
