You should deploy a U.S. export restricted version of CUCM for the VPN phone feature.

  

If you use an U.S. export unrestricted version of CUCM, note that:

  

IP phone security configurations are modified in order to disable signaling and media
encryption; this includes encryption provided by the VPN phone feature.

You cannot export VPN details through Import/Export.

●

The check boxes for VPN Profile, VPN Gateway, VPN Group, and VPN Feature Configuration
are not displayed.

Note: Once you upgrade to the U.S. export unrestricted version of CUCM, you cannot
upgrade later to, or perform a fresh install of, the U.S. export restricted version of this
software.
