ruledef name must be unique within the service. Host pool, port map, IMSI pool, and access/firewall, routing,
and charging ruledefs configured in the active charging service must all have unique names.

An access ruledef can be referenced by multiple Stateful Firewall rulebases.

Access ruledefs are different from ACS ruledefs.
On entering this command, the CLI prompt changes to:
[context_name]hostname(config-acs-fw-ruledef)#
