Description
This interface is used to create a new transmission descriptor on the server. Data representing the
new transmission descriptor is passed as input. The resulting transmission descriptor is returned.
This interface is introduced in Prime Optical to comply with MTNM version 3.0. The current
implementation returns a globaldefs::ProcessingFailureException stating that this API is not
supported.
