when trying to manually stage either a template or
content, the staging request will fail. This is a
limitation of the URL length. The request is sent
over to the backend with a HTTP GET and the URL
length is limited by the browser or Apache server.

Conditions: This appears to be a rendering
anomaly of the Flash player. The scroll bar exists in
this case to indicate some event states are invisible.
