Unable to change manual to time based transition
in active state due to 0 duration

Symptom: By default, a state is created with a
duration of “0”. This is an issue if the a user wants
to change the transition method from “Manual” to
“Time” in an active state. The result is immediately
after selecting “Time” it will transition out of the state
before a user has the chance to change the
