From the Cisco ICM media, run ICM setup to first upgrade the side A Router,

On the Question screen the following message is displayed:

Select Yes.
Step 3
Select Upgrade All. The Upgrade all ICM instances dialog appears.

Press OK to upgrade all instance components of this system.
Caution
Do not proceed if the upgrade states that it cannot remove files from the \icm\bin
directory.

Typically, this is caused by rttest.exe running in the background. To fix this, do

Start the Task Manager by right-clicking on the task bar and choosing Task
