ISO-8859-1 if most web browsers

Explorer, Firefox, and Safari, and 
UTF-8 if most web browsers on 
your network are Opera and 
Chrome.

Note: The Web Proxy always uses 
UTF-8 when sending the Basic 
authentication credentials to the 
authentication server.
