This bit being set can be caused by the following:

Bus inactivity on all CMU inputs

Bus activity, but no declared active CMU

 •

Bit may be used to set a cockpit advisory message (for 
example, >SATCOM DATA) indicating to the flight crew a loss 
of data link capability due to a failure in the CMU interface.
