Exceptions to function-level resets are listed in 
15.6.2
Target Reset (GCTRL.TRST)
The scope of this reset is limited to the target FSM. Upon assertion, the hardware 
gracefully terminates any pending transaction at the next byte boundary and build a 
descriptor which the firmware rejects.
