the pin, and may be several clocks out of date due to the delay between the pin
and the signal.
STATE = 0 means DDR_THERM# is deasserted
STATE = 1 means DDR_THERM# is asserted
STATE = 0 means DDR_THERM# is deasserted
STATE = 1 means DDR_THERM# is asserted
