Hierarchy 
Meaning: Two carriers streams are simultaneously transmitted and the transport 
stream with the higher priority is QPSK modulated.  
There are four hierarchy steps (0, 1, 2 and 4). 
Hierarchy = 0 menus, that the signal is not hierarchy modulated.  
Hierarchy = 1 means, that the signal is hierarchically modulated.  
Two transport streams are simultaneously transmitted, one has

Hierarchy = 2 menus, that the signal is hierarchically modulated. 
The modulation is compared to the QAM modulation is one step
