Create Permanent Virtual Channel (PVC)

Create CBR PVC Call

Establishes a CBR (Constant Bit Rate) PVC (Permanant Virtual Circuit) Call.
Specify the PCR (Peak Cell Rate) in either 10 Mbps or 1 Kbps units.
