1. Ensure that the service is running and active.
2. From the command line, type the following command and press Enter,
where <hostname/IP address> is the hostname or IP address of the
service computer and <port> is the port the service is listening on.

— If the telnet operation is successful, the command window will clear.

Use the command line
netstat-abo
to get a listing of all the processes that
are listening for connections and the ports on which they are listening. If you
cannot find the service in the output of this command, then the service is not
running, something is preventing the service from listening on the port, or
there is something wrong with the service.

Check firewall settings on the client and server computers.

If security software is running on the computer, check its reports and/or logs
to see if it is blocking any communication or ports.
