Allow anonymous subscribers to initiate emergency sessions. 
Allow non-emergency registered subscribers to initiate emergency sessions. 
Specifies that anonymous and non-emergency registered emergency sessions are allowed. 
Disallows anonymous and/or non-emergency registered emergency sessions. 
Usage
 
Use this command to configure the function to allow anonymous and/or non-emergency registered 
subscribers to initiate emergency sessions.
