When this attribute is set to None, there is no action taken while waiting for a response for the accounting start message from
the Mediation Accounting server. When this attribute is set to No-Early-PDUs the system buffers all packets from the user
(uplink) until a response for the accounting start message is received from the Mediation Accounting server. When set to
Delay_GTP_Response, the system does not send a GTP create PDP response to the GGSN until a response for the accounting
start message is received from the Mediation Accounting server. If the attribute is not present in Access-Accept message or if
the attribute value is invalid, the value "None" is assumed.
