Enable/disable line SDSF BER thresholds and configure the line transport overhead (TOH) signal degrade
and signal failure (SDSF) bit error rate (BER) threshold.

Resets the default which disables this threshold.

To facilitate configuration the SD and SF rates have been combined into a single setting.
