Enables sending user-authorization to HSS. User-authorization is disabled by default.

Disables sending user-authorization to HSS.
Usage
If this command is enabled, and I-CSCF role is enabled in S-CSCF, I-CSCF will send UAR/UAA diameter
message to HSS.
