This command instructs the SGSN to drop or reject any active call messages when congestion occurs during an active
call. The active call instructions in the congestion-action-profile can be refined to only drop or reject active call
messages with LAPI.

When this filter is added to the command, the SGSN deletes the active call policy definitions from the
congestion-action-profile.

Defines the action, either drop or reject, to be taken when the SGSN receives a Routing Area Update (RAU)

Instructs the SGSN to only take defined action if messages from the UE include a low priority access
