and the IMSI Manager CPU is higher than 70%, the IMSI Manager drops the requests even if the configured
action is reject. Dropping the requests saves the IMSI Manager CPU time. The SGSN and MME have separate
IMSI Manager queues for attach rate throttling and other actions that are taken independently based on the
