Previous Behavior:  After a Session Manager recovers from a crash, the MME sends the Purge Request to the default 
home HSS identified in the MME service configuration for any UE (homer or roamer) that had detached  

New Behavior:  After a Session Manager recovers from a crash, the MME sends the Purge Request to the default home 
HSS identified in the MME service configuration for any IMSIs (homer) that had detached. The MME does not send 
any Purge Requests for detached roamer IMSIs post session recovery.
