: 



 

Incremented - For the plain vanilla new call for P-GW and GGSN if the Default Bearer is rejected. 



 

Incremented - For eHRPD to LTE, eHRPD to WiFi, WiFi to LTE, and LTE to WiFi - When Mandatory IE IMSI 

missing, Unauthenticated IMSI, Invalid QCI, PDP type mismatch. 



 

Not Incremented - For GnGp handoff, LTE to eHRPD. WiFi to eHRPD, eHRPD to WiFi, eHRPD to LTE, LTE 

to WiFi, and WiFi to LTE.
