Downlink Data packet forwarding/redirection
When this feature is enabled, the downlink IPv4 data packets received from the SGi will be forwarded/redirected to a
configured next-hop address if the subscriber sessions does not exist in the P-GW. If the next-hop is not ARP
resolvable, then the packet will be dropped. The appropriate interface stats will be updated with the packets
forward/dropped counts.
