Enables/disables the inclusion of the E-UTRAN Service Handover Information Element in RAB Assignment Request
messages (during the PDP activation phase) and Relocation Request RANAP messages (during the SRNS relocation
phase). This ensures that an SRNS relocation handover to E-UTRAN is not allowed for E-UTRAN capable UEs that
have only a UTRAN/GERAN roaming agreement in place.

Enables the inclusion of the E-UTRAN Service Handover Information Element in RAB Assignment Request
(during the PDP activation phase) and Relocation Request RANAP messages (during the SRNS relocation
phase). The IE in the RAB Assignment Request during the PDP activation phase informs the RNC not to
handover the subscriber to E-UTRAN. The IE in Relocation Request is sent when there is an intra- SGSN
SRNS or inter-SGSN SRNS relocation within the UTRAN itself so that the target RNC knows that it shall not
handover the subscriber to E-UTRAN.

Usage
Use this feature to prevent handovers to E-UTRAN in the following scenarios:
