P-CSCF Discovery
P-GW will not return IP name server address if P-CSCF address is requested.
Previous Behavior: After DNS query (query on FQDN that P-GW receives on S6b) is performed, P-GW can get up to
three addresses in pcscf_ip_addr[]. These addresses are encoded in PCO IE. If from here the P-GW does not get any
address in pcscf_ip_addr, then it looks for other options.

Priority of addresses is as follows:
1. Addresses from S6b.
2. Addresses from Radius or configured in APN.
