ULI Change Trigger and CLI Output in Some Error Conditions
Previous Behavior: Initially, system receives TAI and ECGI in ULI. If an error condition triggered an update with
same ECGI value, system updated ULI with duplicate value and sent ULI change trigger to IMSA, even though there
was no change in ECGI.
