The fix for CSCun35216 has resulted in a behavior change. 

Previous Behavior:  In an S4-SGSN to GGSN handover, when there was no change in RAT change, a RAT change 
was getting detected. 

New Behavior:  In an S4-SGSN to GGSN handover , when there is no change in RAT change, then a RAT change will 
not be detected.
