Feature Changes
BCM Mode Derivation during gn-gp Handoff
Previous Behavior: Earlier the UE support for bearer control mode (BCM) was unknown on handover from PGW to
GGSN and therefore BCM would not be derived as expected.

New Behavior: With new changes, even if PCO IE is not sent in handover indication to GGSN but previously sent to
PGW during call setup, BCM will be derived based on UE support in PGW.

Customer Impact: BCM mode will be derived based on UE and SGSN support on handover rather than assuming
BCM in PGW to be always by UE.
