You will not be able to commission HTs (as detailed in chapter 7)
unless the Element Management System (EMS) is operational.
Specific requirements for commissioning are:

The EMS hardware and software must be installed and

operational.

The EMS database must be loaded and operational.

The EMS operator has to enter the hub MAC address 

into the EMS database.

Additional prerequisites for commissioning are listed in chapter 7.
The additional prerequisites are satisfied when the HT is properly
installed. The prerequisites listed above must be accomplished
prior to HT installation—or commissioning will be delayed
until they are accomplished.
