Local Mode in Progress
Local Mode in Progress is a subfunction.
Purpose
To change RU mode from Remote to Local.
Preconditions and Initiation
The RU mode should be "Change to Local Mode in progress". The
subfunction will be initiated when a change of RU mode to Local mode
has been initiated.

Description
An external condition class 1, called switch information, is raised on the
RU.
