EXT_TICK_IN 
the value of the time-code counter is 
used for bits 5:0 of the time-code and bits 7:6 of the 
EXT_TIME_IN(7:0)
  are used for the two control 
signals, bits 7:6 of the time-code. 
If the time-code port is not being used these inputs 
should be pulled down (e.g. 4k7
