Description 
Use the bandwidth downstream high-priority enable command to reserve high-priority buffer for the 
ONU corresponding to the current port.  
Use the undo bandwidth downstream high-priority enable command to restore the default.  
By default, no high-priority packet buffer is reserved for any ONU.

The high-priority packet buffer configuration takes effect only when the downlink bandwidth allocation 
policy is enabled.
