• 16075: Phone plays re-order tone when taking call off hold in specific scenario

sip added  voIpProt.SDP.answer.useLocalPreferences 

Can be 0 or 1. Use this new parameter to 
have the phone use its own preference 
list when deciding which codec to use 
rather than the preference list in the offer. 
Null default = 0 = disabled.
