1.  After successful registration with HNB-GW, HNB initiates RESTART towards HNB-GW. HNB-GW 

transparently forwards this message to CBC. 

2.  The service area (SA) for broadcast in HNB Registration request is optional. If SA received in RESTART is 

different from the SA for broadcast in HNB Registration request then SA in RESTART is stored as the 
Broadcast SA at HNB-GW and the same is forwarded To CBC. 

3.  Class 1 SABP messages received from CBC are forwarded to HNB after receiving the HNB registration with SA 

for broadcast and RESTART from HNB. 

4.  While sending the RESTART towards the CBC, if TCP connection with CBC is not established, HNB-GW 

makes one attempt to initiate the TCP connection with CBC. 

During the lifetime of Registered HNB, multiple RESTART requests can be received by HNB-GW. HNB-GW forwards 
these registration requests to the CBC. RESTART Indication may be triggered from the CBC by a RESET request also. 
This allows recovering from situations where a PDU may occasionally be lost.
