Enables checking for CS-PS coordination for UEs from inside the home network (homers) only.

Usage
The operator can use this command to configure CS-PS coordination checking explicitly for homer or roamer
subscribers and for the failure-code to be sent when the SGSN asks the BSC to perform CS-PS coordination.
