If a subscriber purchases a reservation pay-per-view (RPPV) event, then they no
longer see a black screen at the beginning of the event. The black screen was caused
by the camPsm process starting a timer too early while EIDs are populating the EUT
table. If the timer starts before the event is active, then the camPsm process does not
retry and the result was a black screen seen by the subscriber.

The FCC permits each broadcast relay station to hold a required monthly test (RMT)
for up to 60 minutes before sending to the next relay station. When the message is
received by the DNCS, the origination time on the message did not match the
current system time and was not sent to the DHCT. The DNCS now passes this
message to the DHCT, no matter what the origination time of the message.

The clearDBSessions utility removes orphaned and completed sessions from the
DNCS database. The -a option removes all sessions in the system including video
and audio sessions. If the -a option was used accidentally, all sessions would have to
be set up again, resulting in significant system down time. This CR removes this
option from the clearDBSessions utility.
