4.2.20 Read Counter (0x14)

The Read Counter command takes as arguments the tag Counter Number and the Data Buffer Offset in bytes. This
command reads the counter value of the counter pointed to by the Counter Number and stores it in the Data Buffer
at the Data Buffer Offset index as an unsigned 24-bit integer with the least significant byte first.
